These teams have historically played to several lower-scoring games over the last decade. Both run the triple-option, and neither will throw the ball much if at all. It's going to be blustery conditions as well in Philadelphia, but with all of that said, I still think this number is low. Navy averaes 22.4 PPG, while Army averages 29.4. Tyhier Taylor has 12 rushing TD, and the Black Knights averaged over 300 rushing yards per game. Navy uses a combination of Maasai Maynor and Xavier Arline at QB, and it's been effective as well. I believe each will come close to their seasonal offensive average here, so the play is the "over!"
