Both defenses are terrible and both squads are 5-1 each on the over this year. With Andy Dalton at the helm, I expect the Panthers to score 21+ points while the Commanders should do enough to hit the over. Washington has scored an average of 34.25 points per game against teams such as the Ravens and Browns. When you combine that with the defense giving up 30+ points in two of their last four games, I like the over in this one.
