Rutgers has motivation going for them as they are trying to reach a bowl game for the first time in seven years. Penn State has nothing left to play for except the possibility to play spoiler next week if MSU happens to beat Ohio State this weekend. The Penn State offense has struggled against lesser teams. Neither offense is very dynamic and I don't expect a lot out of Rutger's offense against this steady Penn State defense. Penn State put up just 18 points against Illinois and 24 against Indiana. Penn State doesn't have the rushing attack to dominate the defense like Ohio State or Wisconsin has. Penn State has gone under in four straight and 10 straight in this series.
