Josh McCown is starting QB, but backup Johnny Manziel probable after elbow problems. McCown had gone 1-10 as the Bucs starter last season. He is not a very good QB, he simply outplayed Jay Cutler a few years ago, but that is not hard to do.

Yes Fitz is a journeyman and the Jets preferred Smith, hoping he would evolve, as he is of course the much younger of the two. But for week 1, New York has their best quarterback starting.
